A former state superintendent of education says he is forming a third party and wants to run moderate candidates in each of South Carolina's seven U.S. House districts in 2014.

The Herald of Rock Hill reports that Jim Rex will talk about his American Party of South Carolina at Winthrop University on Monday. Rex, who ran for governor as a Democrat in 2010, is joining 2006 Republican gubernatorial candidate Oscar Lovelace to form the party.

Rex says many of this country's problems are caused because its elected representatives are too partisan and extreme. He says voters are hungry for a moderate choice.

Rex says American Party candidates will pledge to serve only 12 years in Congress.

Rex will begin interviewing candidates for the American Party next year.
